Permits confuse a lot of first-time visitors to Sikkim, and we get calls about them every week. The good news: for most guests coming to Pelling, it is simple. Here is what you need, depending on who you are and where else you plan to go.

Indian travellers: no permit needed for Pelling
Indian citizens do not need a permit to enter Sikkim or to visit Pelling, Gangtok, Ravangla, Namchi and most of West and South Sikkim. Carry a government photo ID (Aadhaar, passport, voter ID or driving licence) for hotel check-in and checkpoints.
Sikkim tourist entry fee: since 2025, Sikkim has charged tourists a small entry fee (reported as ₹50 per person) to support sustainable tourism. It is usually collected through your hotel or vehicle — ask your driver or the hotel when you arrive.
Where Indians do need a permit (PAP)
You will need a Protected Area Permit, arranged through a registered tour operator, for places such as:
- Tsomgo (Changu) Lake and Nathu La (East Sikkim)
- Zuluk and the Old Silk Route
- North Sikkim: Lachen, Lachung, Yumthang Valley and Gurudongmar Lake
None of these are needed for a Pelling holiday. If you are combining Pelling with Gangtok and North Sikkim, your Gangtok operator will usually handle these.
Foreign travellers: Restricted Area Permit (RAP)
Foreign nationals need a Restricted Area Permit (RAP) to enter Sikkim, including Pelling. The permit itself has traditionally been free and valid for around 30 days, with extensions possible.
What changed in 2026: travel guides report that from January 2026 the RAP must be applied for online in advance through the Government of India’s e-FRRO portal, and paper permits are no longer issued on arrival at checkposts such as Rangpo and Melli. Please confirm the current process before you fly.

Extra rules for foreigners
- Places like Tsomgo Lake, Yumthang and the Dzongri trek need an additional Protected Area Permit, usually for groups of two or more with a registered guide.
- Some areas, such as Nathu La and Gurudongmar Lake, are not open to foreign nationals.
- Certain nationalities must apply through the Ministry of Home Affairs in advance.
Checklist before you drive up
- Photo ID for every adult (and ID or birth certificate for children).
- Hotel booking confirmation — handy at checkposts.
- Foreign guests: printed or saved RAP approval.
- Some cash, as mobile network and card machines can be patchy on mountain roads.
